The best time is when the grass’s moisture reduce to 40%.  At this time, the stem still has some resilience and are less likely to break and fall apart during raking. Too early raking will slow the drying process, whereas to o late raking will result in significant leaf loss. This is usually done half a day to a day after mowing, in clear weather.
